80% of Job Seekers at Ukraine’s State Employment Center Are Women Amid Personnel Shortages

According to Yulia Zhovtyak, Director of the State Employment Center, a striking 80% of registered job seekers in Ukraine are women

Speaking just before her address at the "Business Wisdom Summit 2025," Zhovtyak explained that many men are either actively engaged in military service or have not registered with the center, resulting in a significant gender imbalance in the labor market.

Current Employment Challenges

The State Employment Center reported that in 2024, it assisted 330,000 Ukrainian citizens with unemployment-related issues. This high level of engagement highlights not only the growing demand for workers in Ukraine but also the pressing shortage of personnel in several sectors.

Zhovtyak noted, "There is an incredible shortage of personnel today. It is critical to reach those who have not registered with the employment service." She emphasized that the fact that approximately 80% of those seeking assistance are women underscores the urgent need to explore new approaches to engage a broader spectrum of potential workers. The goal is to ensure that support for unemployment is both targeted and effective.

Shifting Dynamics in the Labor Market

The labor market in Ukraine is undergoing significant changes.
