From October 1, 2022, Ukraine will launch a special program, Affordable mortgage, developed for representatives of noble professions and defenders of the state. This category includes contract servicemen, employees of Ukraine's security and defence sector, doctors, teachers, pedagogues and scientists.
"People who lost their homes or were forced to move due to active hostilities will be able to purchase new housing. Moreover, on very favourable terms: the mortgage rate for all these categories of citizens is 3%, and the mortgage term is up to 20 years. The minimum down payment is 20% of the cost of housing. The initial contribution and part of the loan can be compensated by employers of these categories of persons at the expense of budget programs," people's deputy of Ukraine Lyudmila Marchenko.
According to the deputy, in 2023, this program will be extended to the rest of the citizens of Ukraine. The preferential rate will be 7% per annum.
"We must show the people who protect our country today and provide the most important processes of health care and education that all Ukrainians have prospects in Ukraine and that we know what way of life we are fighting the enemy for today. We will not only improve living conditions for people but also stimulate new construction and thus help our economy," Lyudmila Marchenko.
During the war against Ukraine, the Russians destroyed thousands of residential buildings of Ukrainians. Many of these houses were bought with a mortgage. Last week, the parliament decreed that Ukrainians would be exempt from mortgage obligations if their homes were destroyed due to a military attack.
