Strategic Partnership for Reconstruction
Deputy Prime Minister for Reconstruction – Minister of Community and Territorial Development Oleksiy Kuleba held talks with the Minister of Land Resources, Infrastructure and Transport of the Republic of Korea Kim Yun-duk.
The parties agreed to create a Ukrainian-Korean working group on reconstruction, designed to accelerate the transition from negotiations to implementation and bring leading Korean companies into Ukraine’s rebuilding process.
Priority Sectors of Cooperation
The working group will coordinate projects in four critical areas:

Airports – modernization and construction for international connectivity.

Railway infrastructure – integration with the European network and development of Eurotrack.

Urban development – sustainable planning and housing renewal.

Water supply systems – modernization of networks for resilience and sustainability.

Financial and Technical Support

Korea has already allocated $2.3 billion for assistance and infrastructure restoration in Ukraine.

Korean expertise in transport engineering, urban design and smart infrastructure will be mobilized for Ukrainian projects.

New opportunities for PPP models and blended financing will emerge under this framework.
Expansion of Cooperation
This step builds on earlier agreements:

A memorandum of cooperation between the Recovery Agency and the Construction Equipment Manufacturers Association of Korea.

Plans to open a training center for heavy equipment operators in Ukraine, equipped with modern simulators to Korean standards.

Training programs will involve veterans, women and youth, creating jobs and new skills in reconstruction.
