Vehicle production in Ukraine to follow new technical regulation

Cabinet approves EU‑aligned standards for design and certification

The Cabinet of Ministers approved a new technical regulation for the design of wheeled vehicles. It covers production of cars, buses, motorcycles, trailers and semi‑trailers, and does not apply to vehicles already in use.

The regulation sets manufacturing standards for vehicles and components to align with EU requirements. Ukraine currently applies requirements to about 30 vehicle systems, while the EU regulates around 75 systems, meaning less than 40% of the relevant norms have been implemented. The update is intended to close this gap.

New rules introduce requirements for protection against unauthorized access, including cybersecurity. Modern requirements for CO2 emissions, fuel consumption and energy efficiency are also added. Technical standards are raised for systems such as brakes, seat belts, lighting and child seats.

The regulation also changes the certification process for parts. It provides digitalization of procedures, mandatory photo fixation of vehicle tests, and the inclusion of certificates and test protocols in a dedicated registry.
