According to the explanatory note, “the purpose of the bill is to maintain an effective mechanism for legal regulation of scrap metal exports to reduce the deficit of ferrous scrap in the domestic market to meet the needs of manufacturing, to rebuild infrastructure, bring the economy in line with the latest environmental requirements sustainable development "," the bill is aimed at further stabilizing the situation in the metallurgical industry and related sectors, maintaining existing and creating new jobs, as well as creating greater added value in the country through deep processing of scarce secondary raw materials harvested in its territory", in case adoption of the bill is expected to preserve and disseminate the practice of processing secondary raw materials in domestic metallurgical production, accelerate the process of approaching Ukrainian industry to global trends in sustainable development, in particular the reduction volumes of energy consumption and CO2 emissions, as well as maintaining positions in the global market of metal products.
