Dutch Defense Cluster Opens in Kyiv to Strengthen Ukraine–Netherlands Defense Cooperation

A new platform will unite Dutch and Ukrainian defense companies, facilitating technology exchange, joint production, and innovation development

Strategic Launch of the Dutch Defense Cluster

The Dutch Defense Cluster (DDC) has officially begun operations in Kyiv, creating a new institutional platform for defense-industrial cooperation between the Netherlands and Ukraine.
The opening ceremony was attended by Dutch Defense Minister Ruben Brekelmans and Ambassador Alle Dorhout, marking another milestone in bilateral defense relations.

“To better coordinate and support the growing number of Dutch defense companies operating in Ukraine, we established the Dutch Defense Cluster in Kyiv. This is an important initiative for both our nations,”
— said Ruben Brekelmans, Minister of Defense of the Netherlands.


Mission and Structure of the DDC

The newly formed cluster will serve as a hub for coordination, innovation, and industrial partnerships.
Its goals include:

  • Supporting cooperation between Dutch and Ukrainian defense companies;

  • Providing expertise through Tech Force Ukraine and Brave1 programs;

  • Establishing direct contacts between industry partners and research institutions;

  • Assisting with market entry, technology testing, and production localization in Ukraine.

A physical DDC office will soon open in Kyiv, hosting representatives of Dutch defense manufacturers and innovation teams.


Support for Joint Innovation and R&D

The DDC will actively collaborate with leading research and innovation centers, including TNO (Netherlands Organization for Applied Scientific Research) and Brave1, Ukraine’s defense tech innovation cluster.

Planned areas of cooperation include:

  • Development and testing of unmanned systems;

  • Cyber defense and battlefield digitalization;

  • Robotics and AI-based defense applications;

  • Supply chain integration and maintenance support for European defense products in Ukraine.

The cluster will also facilitate joint expert groups, workshops, and industry missions between the two countries.


Strengthening Bilateral Defense Cooperation

The creation of the DDC follows the recent memorandum on joint UAV production between Ukraine and the Netherlands, signaling a new phase in strategic industrial collaboration.
The Netherlands is increasingly positioning itself as a technological partner for Ukraine’s defense sector — not only through direct aid but also by fostering industrial resilience and innovation ecosystems.


Outlook

The Dutch Defense Cluster in Kyiv will accelerate the integration of Ukrainian defense production into the European defense ecosystem, enhancing technology exchange and production efficiency.
This partnership model may also serve as a blueprint for other EU nations, showing how long-term cooperation can simultaneously strengthen Ukraine’s defense capacity and Europe’s collective security.
