EU Approves €3.2 Billion Tranche for Ukraine Under Ukraine Facility Program
The Council of the European Union has approved the fourth tranche of funding for Ukraine under the Ukraine Facility program, increasing the amount to over €3.2 billion from the previously planned €3.05 billion.
According to the EU Council, the funds aim to support Ukraine’s macro-financial stability, recovery, reconstruction, and modernization.
Adjustment Due to Reform Delays
Originally set at €4.5 billion, the tranche was reduced due to delays in meeting 3 of the 16 key indicators required under the Ukraine Plan, including:
-
Law on territorial organization of the executive branch (decentralization reform).
-
Law on reform of the ARMA (Asset Recovery and Management Agency).
-
Selection of 25 judges for the High Anti-Corruption Court — only 2 candidates successfully passed the competition.
Additional Funding Expected in November
Minister of Economy Oleksiy Sobolev confirmed that two of the three pending reforms (both laws) will be completed by September 2025, enabling Ukraine to receive an additional €1.1 billion in early November.
Ukraine Facility Overview
-
Total program size: €50 billion.

Funds already received: €19.6 billion.

If you’d like, I can prepare a foreign investor–oriented version highlighting the financial stability implications and investment confidence signals from this tranche increase. This would better position the news for an economic and business audience.
