European Parliament to Open Permanent Representation in Kyiv — Metsola

New EU office in Ukraine to strengthen coordination, reforms and integration on the road to full EU membership

Historic Decision Announced in Kyiv

Speaking in the Verkhovna Rada on September 17, European Parliament President Roberta Metsola announced the opening of a permanent representation of the European Parliament in Kyiv.

“We are opening a permanent representation here, in Kyiv, so that we can be present in Ukraine and work with you, next to you every day. This was our commitment to you and we are fulfilling it,” Metsola emphasized.

She stressed that the European Parliament will remain on Ukraine’s side until peace is achieved, freedom is restored, and Ukraine takes its rightful place in the European family.

Symbol of Political and Strategic Support

Metsola’s visit marks 1,300 days since the start of Russia’s aggression. She recalled the words of President Zelensky in the European Parliament in 2022: “Light will overcome darkness, life will overcome death.”

On behalf of EU nations, Metsola thanked Ukrainians for proving that “a brave heart is stronger in two strong hands.”

Importance for Ukraine–EU Cooperation

Ukrainian Parliament Speaker Ruslan Stefanchuk confirmed receiving the protocol on the opening of the permanent representation.

According to him, this decision will:

  • Deepen cooperation between Ukraine and the EU.

  • Ensure direct coordination on the ground in Kyiv.

  • Serve as a strong political signal of support.

  • Help MEPs work more effectively in Ukraine, support reforms, and accelerate European integration.

“The representation will promote even closer interaction, constant dialogue and coordination of decisions that bring our membership in the EU closer,” Stefanchuk wrote.

Strategic Outlook

The European Parliament’s permanent presence in Kyiv is not only a diplomatic milestone but also a confidence signal for investors and partners, as it underscores:

  • Institutional stability — permanent EU structures inside Ukraine.

  • Support for reforms — direct EU oversight and technical assistance.

  • Acceleration of EU membership path — embedding Ukraine in the decision-making ecosystem of Brussels.
