In a major show of support, French President Emmanuel Macron has announced that all CAESAR self-propelled artillery systems produced in 2025 will be delivered to Ukraine. Full Production Committed to Ukraine

During an appearance on TF1Info, Macron confirmed that the entirety of 2025’s CAESAR howitzer output will be allocated to the Ukrainian Armed Forces. The move aligns with France’s strategy to provide long-term military assistance by directly linking domestic defense production to Ukraine’s battlefield needs.

The best guarantee of Ukraine’s security is a strong Ukrainian army — and we will support it with the strength of the French defense industry,” Macron stated.

France’s defense sector is now scaling up to produce 12 CAESAR units per month, a dramatic increase from pre-war levels, when only 2 units were produced monthly.

Key Production Partners and Capabilities

  • Nexter Systems is responsible for producing the CAESAR artillery systems.

  • The chassis is manufactured by Arquus, with a current output of one chassis every four days.

  • The CAESAR has become Europe’s leading artillery system, widely praised for its precision, mobility, and rapid deployment.

This production surge is expected to equip Ukraine with over 140 CAESAR systems in 2025 alone, significantly boosting its counter-battery and fire support capabilities.

France’s Leadership in the Artillery Coalition

France’s announcement comes in the context of the Artillery Coalition, launched in Paris in early 2023, as part of the Ramstein-format Contact Group on Defense Support for Ukraine. Co-led by France and the United States, the coalition now includes 23 countries.

Its mission is to:

  • Accelerate the supply of artillery systems and ammunition,

  • Coordinate training and maintenance support,

  • Introduce AI and digital fire control solutions into battlefield artillery use.

Additional Support via Frozen Russian Assets

France has also committed 12 additional CAESAR systems to Ukraine, funded through frozen Russian state assetsa precedent that may pave the way for future EU defense procurement mechanisms for Kyiv.
