Government Approves Draft Law on Biosecurity and Biosafety

Ukraine to create a unified system for managing biological risks and align with European safety standards

Why the Law Is Needed

Ukraine currently lacks a comprehensive framework regulating the storage, transportation, and use of biological materials. The newly approved draft law on biosecurity and biosafety aims to close this gap and strengthen the country’s preparedness for epidemics and biological threats.

The legislation will become the foundation for a national biosecurity system, improving the ability of medical services and laboratories to respond to potential crises.


Key Provisions of the Draft Law

The document introduces systemic changes, including:

  • Updated safety standards for laboratories working with pathogens;

  • Clear algorithms of action in case of detection of dangerous biological agents;

  • Tighter control over import, use, and storage of biological materials in line with international practices;

  • Creation of a single biological risk management system;

  • Defined responsibilities of state bodies in the biosecurity field;

  • Establishment of a state register of institutions and enterprises handling biological materials.


Biosecurity as a National Priority

The draft law positions biosafety as a component of national and ecological security. It is the first comprehensive document at the state level regulating work with microorganisms that could pose risks to humans, animals, and the environment.

Prepared in line with the NSDC decision of March 23, 2021 on environmental security, the legislation will also bring Ukraine closer to EU standards of biosafety.


The “One Health” Principle

The law enshrines the One Health concept — a global framework emphasizing the interconnectedness of human, animal, and environmental health.

This approach focuses on:

  • Early detection of zoonotic diseases (transmitted from animals);

  • Combating antibiotic resistance;

  • Managing cross-border biological risks;

  • Multisectoral collaboration at local, national, and international levels.


Outlook

Once adopted by parliament, the law will:

  • Strengthen epidemic preparedness;

  • Reduce risks from natural and artificial biological threats;

  • Enhance Ukraine’s role as a partner in global biosecurity cooperation.
