New resolution adopted
The Ukrainian government has adopted a resolution introducing real-time monitoring of industrial emissions. From now on, operators of industrial plants will transmit data from automated measurement systems directly to the Ministry of Economy and the State Ecological Inspectorate through the Unified Environmental Platform “EcoSystem”.
This requirement applies to:
-
enterprises operating under integrated environmental permits with mandatory monitoring,
-
companies that voluntarily implemented monitoring systems.
Benefits for all stakeholders
According to the Ministry of Economy, the new system is designed to:
-
For the state – strengthen environmental control and fulfill Ukraine’s international obligations;
-
For business – reduce risks of disputes with regulators and improve transparency;
-
For the public – ensure open access to data on the level of industrial emissions in real time.
“The ministry will continue to work to ensure that environmental information is open and understandable to society, and that state control is modern and effective,”
the official statement emphasizes.
Broader climate context
The decision comes amid rising global concerns about emissions and climate change:
-
In 2025, forest fires in the EU already destroyed over 1 million hectares, the highest figure on record before the fire season even ended.
-
Climate scientists warn that at the current pace of emissions, the global carbon budget for limiting warming to 1.5°C will be exhausted in just two years.
-
Exceeding this threshold could lead to more frequent and destructive climate disasters, making active CO₂ removal from the atmosphere inevitable.
Why it matters for Ukraine
By launching online monitoring of emissions, Ukraine:
-
aligns with EU environmental standards,
-
improves compliance with international climate obligations,
-
creates conditions for transparent cooperation with investors,
-
strengthens public trust through open data access.
This step is expected to accelerate Ukraine’s green transition and help integrate into the European environmental governance framework.
