Germany-backed grants and soft loans will support climate-smart orchards and berry farms

Green finance moves into horticulture

Ukraine is launching a pilot program called Green Farming in Horticulture, combining grants with preferential bank lending for micro, small and medium-sized enterprises. Applications open on July 22, 2026, and the program is backed by Germany through the PROGRESS project.

The goal is to help fruit, berry and nut producers invest in climate-oriented technologies: water-saving irrigation, digital farming, soil restoration, adaptation to droughts and other tools that reduce greenhouse-gas emissions and make farms more resilient.

How the financing model works

The National Development Institution presents the program as a practical green-finance product. A participant can receive credit financing together with a grant used to partly repay the principal debt. The maximum grant is up to 10 thousand euros, but not more than 20 percent of the remaining loan principal.

Lending will be combined with Ukraine’s Affordable Loans 5-7-9 program through Oschadbank and Creditvest Bank. The maximum term is up to five years, and farmers may also use guarantees from the Partial Credit Guarantee Fund in Agriculture.

Why it matters for Ukrainian agriculture

The program covers apple, raspberry, strawberry and walnut projects and is open to eligible regions outside occupied territories. For investors, it shows that Ukraine is building instruments where climate adaptation, banking, donor support and agricultural export potential meet in one pipeline.
