German news outlet Süddeutsche Zeitung confirms Burbock's whereabouts.
Dutch MFA head Wopke Hoekstra tweeted his impressions of the city, which had been under Russian occupation for a long time.
"Together with my colleague Annalena, Baerbock began his visit to Irpin. Bombed houses and buildings illustrate the impact of the war on the lives of the men, women, and children who live here. These actions cannot go unpunished. The Netherlands is committed to establishing truth and achieving justice," Wopke Hoekstra.
Baerbock and Hoekstra also plan to meet with the Ukrainian minister of foreign affairs, Dmytro Kuleba, as well as a press conference with journalists.
