India Becomes Ukraine’s Top Diesel Supplier Amid U.S. Tariffs

In July 2025, India overtook European partners to supply 15.5% of Ukraine’s diesel imports, even as Washington punished New Delhi for buying Russian oil

India’s Rising Share in Ukraine’s Fuel Imports

According to Financial Express, India became Ukraine’s top diesel supplier in July 2025, accounting for 15.5% of total imports.

  • Daily supplies reached 2,700 tonnes, one of the country’s highest monthly export volumes this year.

  • Just a year earlier, in July 2024, India covered only 1.9% of Ukraine’s diesel needs.

From January to July 2025, India’s share reached 10.2%, more than five times higher than the same period last year.

The U.S.–India Tensions Over Energy

The surge in Indian fuel exports comes at a politically sensitive moment.

  • U.S. President Donald Trump’s administration imposed 50% tariffs on Indian goods due to New Delhi’s ongoing purchases of Russian oil.

  • Financial Express called the situation “ironic,” as Indian fuel supplies are simultaneously helping to prop up Ukraine’s economy, despite U.S. sanctions.

Indian Finance Minister Nirmala Sitharaman has confirmed that India will continue importing Russian oil, regardless of Washington’s tariffs.

Supply Routes to Ukraine

Indian diesel reaches Ukraine through several logistical channels:

  • Danube River tankers from Romania.

  • Shipments via the OPET terminal in Turkey’s Marmara-Ereglisi port.

This diversified routing ensures a stable supply chain despite geopolitical risks.

Position vs. Other Suppliers

While India became the top supplier by share in July, European countries still dominate in absolute volumes:

  • Slovakia has recently overtaken Greece and Turkey as a leading source.

  • Poland and Lithuanian Orlen Group together provide about 20% of Ukraine’s imports.

  • Swedish exports from Preem’s facilities (via Poland and Denmark) reached record levels, contributing 4% in July.

Why It Matters for Ukraine

Ukraine’s reliance on imported diesel remains critical amid war, with demand driven by:

  • Agricultural machinery for harvest and exports.

  • Military logistics on the frontline.

  • Energy security as local refining capacity remains under strain.

India’s growing role diversifies Kyiv’s fuel sources, reducing dependence on a limited group of European partners.

🔑 Conclusion: India’s emergence as Ukraine’s top diesel supplier underscores a new geopolitical paradox. While Washington penalizes New Delhi for its Russian oil ties, Indian fuel flows are increasingly vital for Ukraine’s economy and defense sector.
