Industrial Hemp in Ukraine: Digital Registration Takes Root, 1,251 Ha Already Sown

eHemp platform streamlines licensing as 38 companies sign on since March launch

Fast Facts

  • Platform live date: 10 March 2025

  • Companies registered: 38

  • Planned cultivation area: 3,258 ha across 595 land plots

  • Hectares already sown: 1,251 ha (16 producers)

1. What Is eHemp?

Vitalii Koval, Minister of Agrarian Policy:
“The eHemp system lets legal entities handle every step of industrial-hemp licensing in one digital window.”

Launched under the Ministry of Agrarian Policy and Food, eHemp is Ukraine’s new electronic registry for growers and processors of low-THC industrial hemp. The portal replaces paper permits with real-time digital approvals, field mapping, and compliance reporting.

2. Early Adoption Metrics

Metric (as of 14 May 2025) Total
Registered entities 38
Fields logged 595
Planned hectares 3,258
Hectares sown 1,251
Active sowing companies 16

3. Why the Surge in Hemp Licensing?

  • Regulatory Clarity – Updated law distinguishes industrial hemp from medical-cannabis projects, cutting red tape.

  • Export Potential – EU demand for hemp fiber, hurd, and CBD feedstocks continues to outstrip local supply.

  • Crop Rotation Benefits – Hemp’s deep roots improve soil structure and can fit well between cereal cycles.

4. How eHemp Streamlines Compliance

  1. Online Entity Verification – Secure log-in via Diia.Signature or BankID

  2. Geo-Tagged Field Uploads – Automated cadastral checks and satellite overlays

  3. Seed Certification Attachments – Instant THC-threshold validation

  4. Digital Audit Trail – Inspector access for spot checks, reducing on-site paperwork

Next Steps for Producers

  • Late-Spring Sowing Window: Farmers still have time to plant fiber varieties through early June.

  • Value-Add Opportunities: Processors should explore decortication lines for textiles and biocomposites.

  • Export Readiness: Align documentation with EU Novel Food and GACP standards for future CBD extraction markets.
