Industrial Parks, Drones and Decentralization: What Is Being Discussed at the Polish Forum on Ukraine’s Reconstruction

September forums in Tokyo and Poznań bring together governments, businesses and experts to coordinate investment and recovery strategies for Ukraine

Tokyo Forum: Japanese and EU Businesses Explore Opportunities

On September 25, 2025, Tokyo will host the hybrid forum “Investments in Ukraine: Opportunities for Japanese and EU Businesses”. The event is organized by the Ukrainian Chamber of Commerce and Industry in Japan (UCCJ) and the EU-Japan Center for Industrial Cooperation.

  • Focus areas: industrial parks, digital economy, dual-use technologies.

  • Participants: EU Ambassador to Japan Jean-Eric Paquet, JETRO leadership, European Commission experts, Ukrainian institutions such as UkraineInvest and the Ukrbusiness Association.

  • Special sessions:

    • The Brave1 platform will present defense-tech projects open for investment.

    • Case study of Japanese firm Shants Co., which already cooperates with Ukrainian partners.

    • Regional presentation: Sumy region’s experience in attracting capital during wartime.

The event will conclude with informal networking — including Ukrainian cuisine — symbolizing business and cultural diplomacy.

COMMON FUTURE Congress in Poznań: Partnership in Action

From September 22–23, 2025, Poznań (Poland) hosted the third COMMON FUTURE Congress of Poland-Ukraine Cooperation, one of the largest platforms for bilateral dialogue.

  • Format: 20+ panel discussions, workshops, B2B sessions, exhibition zone.

  • Strategic themes:

    • Business & Investment – infrastructure, logistics, construction projects.

    • Regions & Communities – decentralization, municipal cooperation.

    • Society & Cooperation – education, refugees, veteran rehabilitation.

    • Europe & Integration – EU membership reforms, Polish EU Council presidency 2025, Ukrainian access to the common market.

Applied-level discussions highlighted joint projects in energy, water supply, and waste management, where Poland’s expertise can support Ukrainian communities. Ukrainian mayors and regional leaders took an active role, reflecting the importance of local governments as recipients of international reconstruction funds.

Poland as a Strategic Hub

Poland has the potential to become a business hub, connecting West and East. The COMMON FUTURE Congress is an ideal platform for strategic partnerships,” said Tomasz Kobierski, President of the MTP Group.

Concrete results prove this: after previous congresses, several Ukrainian-Polish agreements were signed, and by 2024 Poland had entered the top 10 investors in Ukraine (NBU data). This positions Poland not only as a political ally but also as a long-term economic partner.

Part of the Global Recovery Effort

The Poznań congress also reviewed the outcomes of the Ukraine Recovery Conference (URC-2025) in Rome and aligned bilateral initiatives with global donor strategies. Thus, the forum became a link in the international coalition for Ukraine’s reconstruction, bringing together governments, businesses, and civil society.
