In times of uncertainty, preserving and growing savings has become increasingly important. Many Ukrainians are now choosing domestic government bonds (OVDP) as one of the most secure and profitable financial instruments.
Investing in OVDPs not only safeguards personal savings but also provides stable income and supports Ukraine’s economy by financing critical budget programs.
Natalia Lozynska explains everything you need to know about OVDPs: their types, purchase process, benefits compared to bank deposits, and more.
What Are Domestic Government Bonds (OVDP)?
Domestic government bonds (OVDP) are similar to deposits but more advanced. By purchasing them, you effectively lend money to the state, which guarantees full repayment with interest after a set term.
Unlike bank deposits (which before the full-scale invasion had a government guarantee only up to UAH 200,000), OVDPs have always offered a 100% government guarantee without limit.
Importantly, OVDPs exist only in electronic form — they are stored in a securities account, much like funds in a bank account. This makes them safe and convenient.
Another advantage over deposits: OVDPs can be sold at any time without losing the accrued interest, unlike early withdrawal from a deposit.
Types and Features of OVDP
OVDPs are issued in three currencies:
-
Hryvnia (UAH)
-
US dollars (USD)
-
Euros (EUR)
If you buy dollar-denominated OVDPs, all payments (interest and principal) are made in dollars.
Each bond has:
-
A fixed yield for the entire term
-
A specific maturity date
For example, if you buy an OVDP with a 15% yield, you are guaranteed to receive exactly that, no matter how market conditions change.
You can start investing from small amounts:
-
UAH 1,000 per bond (UAH bonds)
-
USD 1,000 per bond (USD bonds)
Government bonds can be freely sold, transferred, or used as collateral.
Who Can Buy OVDPs and How?
Any individual or legal entity can purchase OVDPs through a licensed securities dealer.
At RwS Bank, customers can:
-
Visit any branch
-
Submit a request online via the “Government Bonds” section
-
Receive full assistance in opening a securities account if needed
Buying OVDPs is simple and accessible, even for first-time investors.
Are OVDPs a Reliable Investment?
Yes. OVDPs are fully guaranteed by the Ukrainian government, ensuring repayment of both invested capital and earned interest.
Despite ongoing war conditions:
-
No OVDP payments have been delayed or defaulted.
-
Individuals have invested UAH 91.95 billion, 3.7 times more than at the beginning of 2022.
-
Businesses have invested UAH 179.66 billion, double the previous level.
By investing in OVDPs, you not only protect your funds but also contribute to Ukraine’s economic resilience.
How and When Are Payments Made?
-
Interest payments (also called coupon payments) are made twice a year — every 182 days.
-
Upon maturity, investors receive the full amount invested along with the final interest payment.
Thus, OVDPs provide regular income and a guaranteed return of capital.
Can "e-Support" Funds Be Used for OVDP?
No, funds from the "e-Support" program cannot be used to buy OVDPs. These funds are earmarked for specific purposes like books, cinema, medicine, and transportation.
However, using regular savings, even UAH 1,000, you can invest in OVDPs.
Example Calculation:
-
Investment: 1,000 UAH
-
Annual yield: 17%
-
Net profit after minimal fees: about 159.64 UAH
-
Total amount in a year: 1,159.64 UAH
How Many Bonds Can You Buy?
There are no limits on the number of bonds you can purchase.
Important:
-
Purchases above UAH 400,000 require proof of the source of funds.
-
Legal entities must comply with financial monitoring regulations.
Are Taxes Applied to OVDP Income?
No, individuals pay zero taxes on OVDP income:
-
No personal income tax (18%)
-
No military levy (1.5%)
For legal entities, taxation depends on their specific tax regime.
Can OVDPs Be Sold Early?
Yes. You can sell OVDPs on the secondary market at any time without penalty or loss of interest.
The process:
-
Contact your securities broker
-
Submit a sale request
-
Receive proceeds after the sale is completed
This flexibility makes OVDPs highly liquid compared to traditional bank deposits.
Conclusion:
OVDPs remain one of the safest and most profitable financial instruments in Ukraine. They offer secure income, liquidity, and contribute to the country's stability and development.
