Sixteen partner nations—co-led by Estonia and Luxembourg under NATO’s NSPA—fund battlefield communications, data platforms, and cyber-defence tools

  • Mobile Apps – Upgrades to Army+ and Reserve+ for troop management.

  • Framework: IT Coalition (Ramstein capability subgroup)

  • Coordination: NATO Support and Supply Agency (NSPA)

  • Lead Nations: Estonia, Luxembourg

  • Participants (16): Belgium, Denmark, Ireland, Iceland, Spain, Italy, Canada, Latvia, Lithuania, Netherlands, Germany, United Kingdom, Finland, Sweden, Japan.


4. Forward Agenda

  1. Project Scaling – Expand secure networks to additional brigades.

  2. Cyber Resilience – Joint exercises and SOC integration with coalition partners.

  3. Innovation Pipeline – Continuous funding rounds for Ukrainian-developed tech.


The coalition’s financial and in-kind contributions underscore a shared commitment to keep Ukraine’s defence infrastructure digitally robust, agile, and interoperable with NATO standards.
