Korean Companies to Join Ukraine’s Reconstruction: Memorandum Signed in Seoul

A new training center for heavy equipment operators will be created in Ukraine; Korean firms to supply technology, expertise, and participate in reconstruction projects

Memorandum of Cooperation in Seoul

Ukraine’s Recovery Agency and the Construction Equipment Manufacturers Association of the Republic of Korea signed a memorandum of cooperation in Seoul, opening new opportunities for technology transfer, workforce training, and reconstruction projects.

Deputy Prime Minister for Recovery and Minister of Community and Territorial Development Oleksiy Kuleba announced the agreement on September 12.


Training Center for Heavy Equipment Operators

One of the first practical outcomes will be the creation of a specialized training center in Ukraine, where operators of excavators, cranes, bulldozers, and other heavy machinery will be trained.

  • The center will be equipped with modern simulators and Korean-standard equipment.

  • Training will focus on speed and quality, preparing workers to meet large-scale reconstruction needs.

  • Programs will be inclusive — available for veterans, women, and youth, opening new employment opportunities in the modern construction sector.

Path for Korean Companies in Reconstruction

The memorandum also provides a framework for direct Korean participation in Ukraine’s reconstruction:

  • Consulting support for standards, procurement, and servicing.

  • Joint professional programs and events to harmonize Ukrainian and Korean practices.

According to Kuleba, this cooperation will help align Ukrainian construction standards with global best practices while strengthening bilateral economic ties.


Strategic Cooperation with Korea

Earlier, Kuleba also met with Korean Ambassador Park Ki-chan, discussing priority projects in infrastructure and public investment management. Korean partners are already considering:

  • The Odessa RDF-fueled CHP project with POSCO International.

  • Cooperation in construction waste processing technologies.

  • Participation in glass and building materials production for front-line regions.


Outlook

The Seoul memorandum marks another step in Ukraine–Korea strategic partnership. By combining Korean technology with Ukrainian resilience, reconstruction efforts gain both modern industrial tools and highly trained specialists.
