How Land Prices Have Changed
According to official data, the average price per hectare has increased significantly in recent months:

This marks a 92% increase year-on-year, and a 58% jump since the beginning of 2025.
“Since the launch of the land market in 2021, prices have steadily grown — from around ₴39,000 per hectare to ₴46,000 in 2024. In the coming years, we can expect an additional increase of 20%,” said Ihor Yasko, lawyer and managing partner of Winner Law Firm.
What’s Driving the Growth?
Experts attribute the sharp rise to increased investor confidence, limited land availability, and growing demand in specific regions. Additionally, geopolitical factors have encouraged domestic investors to secure long-term agricultural assets.
Decline in Sales Volumes Despite Price Growth
While prices are rising, the volume of land transactions is falling:

April 2024: 23,071 hectares sold

April 2025: 12,978 hectares sold
This reflects a 43% drop in sales volume, suggesting that fewer landowners are willing to sell amid rising prices and long-term value expectations.
Outlook for 2025 and Beyond
The Ministry of Agrarian Policy expects the upward trend in prices to continue, especially with reforms in land legislation and growing interest from institutional investors. The introduction of full land market liberalization, including for legal entities, is also likely to accelerate demand.
