The State agency for reconstruction and development of infrastructure is developing a technical and economic justification for the development of toll roads in the Dnipro, Kyiv, Lviv, Odesa and Poltava regions of Ukraine. State investment in the project — $6.5 billion. The idea of the project was discussed even before the start of a full-scale attack by Russia. The project can have 2 ways of development:
- Construction of 200 km of new toll highway;
- Transfer of state roads to private business use.

- Kharkiv-Dnipro-Zaporizhia (276 km);
- Boryspil-Poltava (292 km);
- Kherson-Mykolaiv (64 km);
- Kyiv-Zhytomyr-Rivne (308 km);
- Yagodin-Kovel-Lutsk (146 km);
- Dnipro - Kryvyi Rih - Mykolaiv (312 km).
