During a high-level meeting in Kyiv, Ukrainian Prime Minister Denys Shmyhal met with Luxembourg Deputy Prime Minister and Minister of Foreign Affairs Xavier Bettel and Minister of Defense Yuriko Bakes to solidify bilateral support and cooperation.
€10 Million for Energy Security
As part of the visit, a memorandum was signed committing €10 million from Luxembourg to the Energy Support Fund of Ukraine. These funds will go toward the restoration of energy infrastructure and strengthening Ukraine’s energy resilience, particularly in the wake of repeated Russian attacks on critical facilities.
“This support is vital for ensuring energy stability during wartime,” said Shmyhal.
The Energy Support Fund, established in April 2022, has already raised €1.2 billion from 33 donors across 22 countries, delivering over 150,000 units of essential equipment to Ukrainian energy companies.
€80 Million in Military Aid
Luxembourg has also confirmed its intention to allocate €80 million in military assistance to Ukraine in 2025. This contribution is part of Luxembourg's ongoing support within the framework of European and NATO commitments to Ukraine’s defense.
Focus on Reconstruction and Sanctions
The parties also discussed:
-
Joint defense technology development
-
Reinforced sanctions against Russia
-
Mechanisms to confiscate frozen Russian assets and redirect them for Ukraine's reconstruction
-
Continued humanitarian demining efforts
Luxembourg’s development agency LuxDev is playing a direct role in recovery initiatives, including support for the restoration of Kryvyi Rih and demining programs.
Conclusion
Luxembourg’s €90 million commitment reflects deepening ties and comprehensive support for Ukraine across military, energy, and humanitarian sectors. As the country continues to defend itself and rebuild, this partnership underscores Luxembourg’s strategic role in Ukraine’s recovery and resilience.
