Lviv officials confirmed that the dispute over the municipal waste processing plant is now moving fully into arbitration after termination of the contract with Polish contractor Control Process S.A.
According to city representatives, the contractor has been formally notified to leave the construction site, while legal procedures continue under the arbitration framework specified in the original agreement.
Why this matters
The project is strategically important for urban waste management and environmental compliance. Delays affect not only infrastructure timelines but also financing discipline and public trust in large recovery projects.
Institutional position
The city says the competent forum is the International Commercial Arbitration Court at the Ukrainian Chamber of Commerce and Industry, as fixed by contract terms. The contractor side reportedly seeks transfer to another international venue.
Project implications
Lviv also signaled readiness to complete the plant with a new contractor, in coordination with international financing partners. This means the legal conflict and the infrastructure completion track may proceed in parallel.
