Million-plus income declarations rise in Ukraine

92 thousand declarations filed in the first three months of 2026

In the first three months of 2026, Ukrainians filed about 92 thousand declarations of assets and income, declaring 2025 income totaling 74.3 billion UAH.

The State Tax Service reported that the declared personal income tax and military levy due reached 1.6 billion UAH, about 560 million more than a year earlier.

More than 8.3 thousand people reported incomes above 1 million UAH. Their combined income totaled 38.2 billion UAH, with tax liabilities of nearly 1.1 billion UAH.

The largest components of declared income were inheritance and gifts (6.6 billion UAH), foreign income (3.4 billion), sale of property (1.8 billion), rent (1.2 billion), investment income (1.0 billion), and other income (971.2 million).

The biggest single tax liability was recorded in Khmelnytskyi region at over 18.3 million UAH.

By regions, the highest declared incomes were in Kyiv (16.3 billion UAH), Dnipropetrovsk region (6.6 billion), Lviv region (6.0 billion), and Kyiv region (5.8 billion).

More than 42 thousand citizens used the right to a tax discount. The total refund of personal income tax reached 291.6 million UAH, up 52 million year over year.
