The Ministry of Economy and Environment of Ukraine and electronic communications operator Kyivstar have signed a memorandum aimed at improving the business environment. The document focuses on support for micro, small and medium-sized businesses and on the digitalization of interaction between entrepreneurs and the state.

The cooperation is important because Ukrainian companies need faster feedback channels during wartime. Small businesses often face practical questions about regulation, compliance, financing, services and administrative procedures. A digital route for submitting requests can make these signals more visible for policymakers.

Puls widget in Kyivstar Business Hub

The first practical step is the integration of the Puls platform widget into Kyivstar Business Hub. According to Oleksandr Tsybort, the widget gives entrepreneurs a convenient way to deliver their requests to the state. The next stage is to use analytics and artificial intelligence to read these requests more deeply and make more precise decisions.

This model can make communication less fragmented. Instead of collecting business problems only through meetings, letters or separate consultations, the state can receive structured signals from a large digital platform. For Kyivstar, the hub becomes not only a business content platform but also a channel for practical public-private service cooperation.

Compliance and long-term framework

The memorandum is signed for two years, with the possibility of extension. Alongside the agreement, a free program has started to help businesses implement compliance practices.
