"Both our industry and government have done much to increase production in Norway, but this remains a difficult and long-term challenge for all our allies. With this roadmap, we take responsibility for strengthening the capacity of Norway and allies to support Ukraine in its resistance to aggression."


Allocation of Funds

The allocated funds will be directed towards:

  • Supporting Small and Medium-Sized Enterprises (SMEs): Assisting Norwegian SMEs that supply the Ukrainian military with innovative technologies.

  • New Rocket Engine Production Line: Establishing a production line to manufacture rocket engines.

  • Hexamine Production for Explosives: Developing the production of hexamine, a component used in explosives, within Norway.

  • Feasibility Study for Explosives Plant: Conducting a study to assess the potential for a new plant dedicated to explosives production.


Funding Source

  • Nansen Support Program: The financial support comes through the Nansen program, Norway's initiative to provide both military and civilian aid to Ukraine over the period of 2023–2027, with a total allocation of NOK 75 billion.
