On December 16, parliament voted in favor of a law that opened up Ukrainians’ unprecedented invest.com/investing-in-ukraine/business-opportunities/" rel="dofollow">opportunities. Previously, Ukraine did not have a donor registry or a law regulating the lifelong transfer of internal donor organs to a recipient. Progress is evident: the creation of a register of donors, the adoption of amendments to some legislative acts of Ukraine governing the transplantation of anatomical materials to humans (№5831) — and today, Ukrainians already have the right to decide the fate of their organs in case of death.
The procedure for granting a lifetime donation or donation permit will be through Diia, the government's public services portal, and an application from the Ministry of digital transformation. Bill №3831 improves donor-recipient pair selection algorithms, expands the range of people who can decide on organ harvesting, and establishes the transition from a transplant pilot project to funding the industry from 2023 through a health guarantee program.
“The purpose of the draft law is to ensure the realization of the constitutional and natural human right to life and health care. The task of the bill is to improve and increase the effectiveness of the law of Ukraine On transplantation of organs and other anatomical materials to humans,” the press service of the Verkhovna Rada.
Mykhailo Radutskyy, chairman of the Verkhovna Rada Committee on national health, medical сare, and health insurance, explained that this legislative act "created the conditions for further development of transplantology in Ukraine."
