Key Decision of the Verkhovna Rada
The Verkhovna Rada adopted the government’s draft law on the Unified Information System of the Social Sphere. The initiative will create an integrated digital environment for collecting, storing, and processing data on all recipients of social assistance in Ukraine.
According to MP Oleksandr Fedienko, the system will ensure centralized access to information from different state registers, creating a complete social profile of citizens.
How the System Will Work
The Unified Information System will interact with key state registers, including:

civil status and property registers;

military, medical, and judicial databases;

tax and other government registers.
At its core will be the Unified Social Register, which will contain:

electronic personal files;
-
social cards of individuals, families, and households;
-
a history of applications for benefits and support;
-
current social statuses.
Access to the register will be free of charge, while financing will come from the state budget and international donors.
Benefits for Citizens
The new system aims to make social protection more transparent, effective, and accessible:

eliminating duplicate paperwork;

speeding up the processing of applications;

reducing bureaucracy and corruption risks;

ensuring more targeted distribution of benefits.
Local Implementation
To enable the system’s rollout, the law also introduces amendments to legislation on local self-government and administration. This will allow communities to update, verify, and manage data directly at the local level.
