A trout farming and processing complex worth 62.5 million dollars is planned in Poltava region

The project combines aquaculture, deep processing, industrial park infrastructure and closed water supply technology

Smart Tech Industry plans to build a large trout farming and processing complex in Poltava region. The project, called Dolyna Foreli, is estimated at 62.5 million dollars and is included in Ukraine Investment Catalogue 2026, presented during the Ukraine Recovery Conference in Gdansk.

The company plans to attract 13 million dollars for the project. The complex is expected to be located within the Smart Tech Industry industrial park near the village of Zasullia in Lubny district.

Production model

The planned complex includes five production modules with annual capacity of 2.5 thousand tons of trout. The business model is not limited to growing fish. It also covers fillets, cleaned and portioned trout, value-added products, packaging and processing services.

The technological core is a closed water supply system, also known as RAS. Such systems allow fish to be grown indoors with controlled water quality, filtration, oxygenation and automated monitoring. For investors, this reduces dependence on weather conditions and gives better control over production standards.

Readiness and location

The project is described as ready for implementation. Design work has been completed, permits and expert review are in place, and infrastructure preparation has started. The estimated implementation period is three years, while the expected payback period is 2.5 years.

The industrial park itself has been in Ukraine’s official register since March 2024. Its location in Poltava region gives the project access to land, utilities, logistics and potential industrial synergies. Danish engineering solutions are expected to be used in the production system.

Why it matters

The project fits a wider trend of Ukrainian food production moving toward deeper processing and controlled-environment technologies. For the domestic market, it can increase supply of higher-value fish products. For investors, it combines agriculture, industrial parks, food processing and sustainable production in one project. If implemented, Dolyna Foreli could become one of the most visible aquaculture investments in central Ukraine.
