Potential U.S. Investors Visit Ukraine’s First Titanium Fields Under Subsoil Agreement

DFC delegation assesses Byrzulyvskyi GOK and Likarivske deposit in Kirovohrad region as launch sites for the U.S.-Ukraine Investment Fund for Reconstruction

U.S. Delegation on the Ground

Representatives of the U.S. International Development Finance Corporation (DFC) visited the Byrzulyvskyi Mining and Processing Plant (GOK) and the Likarivske deposit in Ukraine’s Kirovohrad region — two promising sites that may become pilot projects under the U.S.-Ukraine Investment Fund for Reconstruction.

Ukraine’s Minister of Economy, Oleksiy Sobolev, confirmed the visit and emphasized the importance of assessing investment opportunities directly on-site to evaluate production potential and infrastructure readiness.

Strategic Resources in Focus

The facilities are oriented toward titanium ore extraction, but future development plans also include:

  • Zirconium ores – widely used in ceramics, metallurgy, and nuclear applications.

  • Hafnium deposits – a rare earth element critical for nuclear energy, aerospace, and defense technologies.

👉 Titanium remains Ukraine’s flagship advantage:

  • Ukraine is one of the world’s top suppliers.

  • Titanium is indispensable in defense, aerospace, and high-tech manufacturing.

  • Demand is growing in the U.S., Europe, and Latin America, creating a strong case for strategic investments.

The U.S.-Ukraine Investment Fund

The fund, officially launched on May 23, 2025, is designed to mobilize capital for projects in critical raw materials, oil, and gas.

Key Features:

  • Revenue model: 50% of proceeds from new licenses will replenish the fund.

  • Sovereignty guaranteed: Full ownership and control of subsoil resources remain with Ukraine.

  • Structure: Registered in the United States, with operating accounts in Ukraine (UAH-denominated).

  • Flexibility: The agreement is indefinite but subject to review or termination after 10 years.

Investment Outlook

This visit signals the practical launch phase of U.S. involvement in Ukraine’s mining and subsoil sectors:

  • Titanium and rare earth projects are positioned as high-value investment vectors with global strategic importance.

  • On-the-ground assessments reduce risk for investors and demonstrate government-level support.

  • The fund creates a stable institutional framework, balancing foreign investment with Ukrainian sovereignty.

📌 Conclusion: With the first field visits completed, Ukraine is opening its critical minerals sector to U.S. investors under transparent, long-term rules. For foreign partners, titanium and rare earth development in Ukraine offers not only financial upside, but also a strategic role in securing Western supply chains for defense and high-tech industries.
