PREPARE Ukraine: A $200 Million Pipeline-Builder for Post-War Reconstruction

Five-year World Bank program turns donor cash into “shovel-ready” hospitals, bridges, and industrial sites that meet global standards

Quick Facts

Item Detail
Program name PREPARE Ukraine (Project Preparation and Readiness Enhancement)
Total envelope US $200 million over 2025-2030
Lead partners Government of Ukraine · World Bank
Kick-off grant US $44.3 million from the Ukraine Recovery, Reconstruction & Reform Trust Fund (URTF)
First disbursement August 2025

Why PREPARE Ukraine Matters

“Donor money must turn into concrete assets—hospitals, bridges, export-ready factories. PREPARE Ukraine is the conveyor belt that makes that happen.”
Yuliia Svyrydenko, First Deputy Prime Minister & Minister of Economy

  • Bridges the gap between pledges and project sites by funding feasibility studies, E&S (environmental & social) assessments, and tender docs.

  • Builds an accredited pipeline that meets IFC/World Bank standards, easing access to EU, G7, and private capital.

  • Speeds execution so reconstruction can begin the moment security conditions allow.

How the Program Works

  1. Project Preparation Fund (PPF)

    • Provides grants to ministries, municipalities, and SOEs for technical studies, design, and safeguards compliance.

  2. Public-Investment Portfolio

    • Central database ranks projects by impact, readiness, and co-financing potential.

    • Covers healthcare, transport, energy, housing, and competitive industry.

  3. Capacity-Building Module

    • Trains 1,000+ public officials in international procurement, ESG, and PPP structuring.

    • Embedded advisory teams from the World Bank and partner consultancies.

  4. Fast-Track Window

    • Smaller “under US $10 million” projects—clinics, rural bridges—get 6-month preparation cycles.

Funding Timeline

Year Planned Allocation Key Outputs
2025 $44.3 m URTF grant Set up PPF, approve 50 pilot projects
2026-27 $75 m Detailed design for flagship hospitals, rail hubs, and water plants
2028-29 $60 m PPP structuring for industrial parks and energy projects
2030 $20 m Independent evaluation and scale-up options

Totals may adjust as co-financing from other donors comes in.

Governance & Accountability

  • Operational Manual—to be approved within weeks—sets procurement rules, E&S safeguards, and disclosure requirements.

  • Steering Committee chaired by the Ministry of Economy, with World Bank and civil-society observers.

  • Real-time dashboard will publish project status, disbursements, and ESG compliance scores.

Next Steps

  1. Finalize roadmap with World Bank Vice President Anna Bjerde.

  2. Open PPF application portal for central and municipal agencies.

  3. Award first batch of technical-assistance contracts by Q4 2025.
