Ukrainian President Volodymyr Zelensky presented a comprehensive Victory Plan to the heads of state and government of all European Union member countries during a meeting of the European Council in Brussels. The plan outlines key steps to end the ongoing conflict with Russia on fair terms and to strengthen Ukraine's position both militarily and diplomatically.
Key Points of the Victory Plan
Immediate Invitation to NATO: Zelensky emphasized the importance of Ukraine receiving an immediate invitation to join the North Atlantic Treaty Organization (NATO). While full membership would come later, the invitation itself would signal a decisive move, demonstrating to Russia that its political calculations are futile.
"Putin should see that his political calculations are worthless. An invitation now, with membership later, will not have a political price—it requires determination," Zelensky stated.
Strengthening Defense Capabilities: The President called for increased support to bolster Ukraine's military strength. He highlighted the need to equip Ukrainian brigades, remove existing restrictions, invest in the domestic industrial base, and enhance Ukraine's air defense systems.
"We must put pressure on Russia on the battlefield so they feel the consequences of war and begin to question their leadership," he noted.
Applying Real Pressure on Russia: Zelensky proposed deploying a deterrence package within Ukraine's territory to compel Russia to engage in genuine peace negotiations or face the potential destruction of its military facilities.
"This approach to peace through strength is necessary when Russia is unwilling to end the war," he explained.
Economic Measures and Resource Protection: Recognizing Ukraine's valuable resources—such as titanium, uranium, lithium, graphite, and manganese—Zelensky urged key partners like the EU and the United States to enter a special agreement to protect these critical assets. The goal is to prevent them from falling into Russian hands and to channel their economic potential for mutual growth.
"Sanctions should be strong enough to ensure Russia cannot overpower us," he asserted.
Post-War Security Arrangements: The plan includes a proposal for Ukraine to replace some American troops in Europe with Ukrainian soldiers after the war, strengthening European security and demonstrating Ukraine's commitment to collective defense.
Call to Action
President Zelensky appealed to EU leaders to support the Victory Plan and help create the proper conditions to end the war justly. He stressed that unity, increased pressure on Russia, and strengthening Ukraine are crucial to preventing the conflict from reigniting in the future.
"A cease-fire imposed by force instead of a just peace has never brought security. Our unity and pressure on Russia are the keys to ending this war in a way that will not allow Russia to start it again. The Victory Plan is a bridge to a successful Second Peace Summit. You can help make it happen," Zelensky urged.
He also called on EU leaders not to ease sanctions against Russia, emphasizing that sustained pressure is effective.
Preparing for the Second Peace Summit
Zelensky announced that a comprehensive document based on the Peace Formula's ten points would be ready in November. This document will be shared with all parties, including Russia, at the upcoming Peace Summit.
"We are preparing a Peace Formula Framework that will include all aspects of peaceful recovery. There have already been four meetings on the points of the Peace Formula, and today is the fifth. I am grateful to France for hosting today's meeting on nuclear security," he said.
