The treaty on open skies creates a single register of technical standards, operational requirements, procedures, and air safety, consumer protection, and technology. All rules are common and identical for all parties to the agreement.

The signing ceremony was attended by Volodymyr Zelenskyy — president of Ukraine, Ursula von der Leyen — president of the European Commission, Charles Michel — president of the European Council.
