“Quite often, their decisions to prohibit the entry of aliens and stateless persons into Ukraine are suspended on the basis of rulings of the administrative courts issued in connection with the adoption of measures to secure claims,” as stated in the explanatory memorandum to the draft law.
The president of Ukraine, who had initiated the bill, believed that such judicial decisions could lead to the loss of an instrument of national security such as the ban on crossing the country’s borders. According to Zelenskyy, this could lead to the unhindered entry of nationals of other countries involved in:
- Foreign special services, especially Russia;
- International terrorist, religious and extremist organizations;
- Transnational criminal groups;
- Activities to the detriment of Ukraine, in particular reconnaissance, sabotage and subversion, and information and propaganda aimed at fomenting inter-religious and inter-ethnic discord and spreading separatism.
The Bill was registered as early as April and was published on the website of the parliament of Ukraine on April 21.
