Azerbaijan’s state oil company SOCAR has signed new memorandums and research agreements with several global energy players, including Shell, Chevron and Comstock Resources. The documents were announced during Baku Energy Week.
The memorandum with Shell sets out basic principles for potential cooperation across several parts of the energy sector. The areas include improving efficiency at existing production assets, exploration and development of new fields, participation in processing projects, artificial intelligence, technology exchange and human capital development.
Broader energy positioning
With Chevron, SOCAR signed a joint study agreement to assess oil and gas prospects in the Azerbaijani sector of the Middle Caspian basin. A separate memorandum with Comstock Resources covers potential cooperation and investment opportunities around existing and new gas fields, as well as infrastructure serving those fields.
The agreements do not yet mean immediate new production, but they show how Azerbaijan is trying to strengthen its role as an energy partner for international companies. For the region, this matters because Caspian resources, gas infrastructure and alternative supply routes are becoming more important as Europe diversifies away from Russian energy.
For businesses watching the market, the signal is clear: energy cooperation is moving beyond simple supply contracts. It increasingly combines upstream assets, processing, digital tools, infrastructure and long-term strategic positioning.
