High-Level Meetings Planned

South Korean President Yoon Suk-yeol announced the delegation's visit during a telephone conversation with NATO Secretary-General Jens Stoltenberg on October 28. The delegation will brief the European Union's Political and Security Committee and meet with Ukrainian intelligence and defense officials.

"I hope that under the leadership of Secretary-General Stoltenberg, NATO will intensify efforts to monitor and block illegal exchanges between Russia and North Korea in a spirit of solidarity and coordination," President Yoon stated.

Addressing Security Concerns

The discussions will focus on:

  • Sharing information about the alleged deployment of North Korean troops to Russia.
  • Exploring cooperation measures to enhance regional security.
  • Discussing practical countermeasures to address military cooperation between Moscow and Pyongyang.

In a separate call with European Commission President Ursula von der Leyen, President Yoon expressed serious concern over the situation.

"This is a serious situation where the actual deployment of North Korean troops to the front line in Ukraine may occur earlier than expected," he said.

He urged:

  • The immediate withdrawal of any North Korean troops.
  • An end to military cooperation between Russia and North Korea.
  • Collaboration with the EU to develop practical countermeasures.

International Reactions

President von der Leyen echoed the concerns, stating:

"The deployment of North Korean troops grossly violates international law and UN Security Council resolutions." She emphasized the EU's readiness to cooperate actively with South Korea to address escalating security threats.

NATO Secretary-General Stoltenberg labeled the involvement of North Korean forces in the Ukraine conflict as a "highest priority" for the alliance. He expressed hope for continued discussions on countermeasures and information sharing.
