Spain will provide 570 million euros for Ukraine’s recovery and investment projects

The package combines risk insurance, private-sector credit and support for Spanish companies working in Ukraine

Spain will provide Ukraine with expanded financial and insurance support for reconstruction and investment projects. The total package reaches 570 million euros and combines risk insurance, credit lines and support instruments for Spanish companies working with Ukraine.

The agreement was reached during the fifth meeting of the Intergovernmental Ukrainian-Spanish Commission on Economic and Industrial Cooperation. It gives the partnership a practical financial framework: not only political support, but also tools that can help companies enter projects under wartime risk.

The largest component is 250 million euros for risk insurance through Cesce, which should make it easier for Spanish companies to operate in Ukraine. Another 100 million euros will be provided as a credit line for private-sector investment projects managed by COFIDES. Up to 200 million euros will come through a fund supporting Spanish companies abroad, including up to 100 million euros in loans and up to 100 million euros in grant support.

The package matters because reconstruction projects often fail not at the idea stage, but at the financing and risk stage. Investors need insurance, clear counterparties, equipment supply channels and predictable state support. Spain’s structure addresses exactly those barriers.

The sides also signed a declaration on support for Ukraine’s industrial reconstruction. It covers cooperation between Ukrainian and Spanish companies, supply of industrial equipment and technologies, and integration of Ukrainian manufacturers into European production chains. For Ukraine, this can mean more machinery, more industrial partnerships and a better route from recovery needs to real projects.
