Ukraine starts SPIRIT project to modernize social protection

World Bank-backed financing will support basic aid, case management and local services

Ukraine is starting the SPIRIT project, one of the largest international programs for the country’s social protection system during the full-scale war. The initiative is designed to modernize support for vulnerable households, improve local services and make assistance easier to navigate.

The project is implemented by the Ministry of Social Policy, Family and Unity with financial backing from the World Bank and partner governments. Its overall volume is eight hundred eighty million dollars, including lending guaranteed through international mechanisms and grant co-financing from the United Kingdom and Germany.

From payments to integrated support

The reform package is broader than a single benefit program. It includes the introduction of basic social assistance, the development of case management, a new model for financing social services and expanded support for families with children.

A separate focus is the assessment of human functioning according to international standards and stronger support for employment and social integration of people with disabilities. This is important because wartime pressure has increased demand for services while many communities have limited administrative capacity.

For local authorities, SPIRIT can become a tool for building more predictable service networks. For citizens, the practical value will depend on whether the reform makes assistance faster, clearer and better linked to real needs, rather than simply adding another layer of paperwork.
