He confirmed that Ukraine is actively holding consultations with partner countries regarding the potential deployment of foreign military contingents.
“We are conducting in-depth consultations with our partners from the 'Coalition of the Resolute'. The military presence of our allies should be structured across land, air, and maritime domains,” Sybiga stated.
He stressed that Ukraine already has a clear understanding of the capabilities and roles of its partners in shaping the future security infrastructure of the country.
Why Military Towns Matter
Against the backdrop of growing dialogue about international peacekeeping or allied deployments, investing in the construction of military towns—self-sufficient bases for housing foreign troops—has become a strategic priority. These towns serve several crucial functions:
Operational Readiness: Modern and secure military infrastructure enables foreign units to integrate quickly into Ukraine's defense architecture and respond to threats promptly.
Sovereign Control & Coordination: Military towns built with international standards but under Ukrainian jurisdiction allow for structured coordination, maintaining sovereignty while supporting allied operations.
Long-Term Security Guarantees: The presence of foreign contingents in well-established facilities acts as a physical deterrent against future aggression and underscores the credibility of security commitments.
Economic and Strategic Investment: Construction of military infrastructure attracts foreign investment, stimulates local construction sectors, and enhances regional logistics in post-war Ukraine.
Symbol of Unity and Assurance: Just as NATO bases in Eastern Europe symbolize alliance solidarity, military towns in Ukraine will serve as long-term anchors of peace and protection.
Moving Toward Implementation
The Ukrainian government is now encouraging public-private partnerships and foreign defense cooperation programs to facilitate the rapid development of such towns. Special legal frameworks and tax incentives may be introduced to support their construction and operational maintenance.
"If Ukraine is to host a permanent or rotational allied military presence, then investing in proper living and operational infrastructure is not optional—it’s essential," one defense official noted.
As discussions with partners such as the UK, France, Poland, and other members of the Coalition of the Resolute continue, the role of well-planned, secure military towns will only grow in importance—for peacekeeping, deterrence, and regional stability.
