Government’s Program Reaches Parliament
On September 23, 2025, Prime Minister Yulia Svyrydenko submitted to the Verkhovna Rada a draft resolution (No. 14069) to approve the Program of Activities of the Cabinet of Ministers of Ukraine.
The document sets 12 priorities for government action and is designed to create a systemic framework for reforms, recovery, and EU integration. Each priority includes program and operational goals, criteria, deadlines, and implementation tasks.
The 12 Priorities of the Government
1. National Security and Defense

$120 billion defense budget planned for 2026 (Ukraine + partners).

At least 50% of defense procurement to be sourced domestically.

Expansion of Defense City regime for defense enterprises.

Focus on fortifications, EW systems, airspace protection, and innovations.
2. EU Integration
-
Completion of national procedures to open negotiations in six clusters.

Implementation of the National Program for Adapting Legislation to EU Law.

Emphasis on market liberalization and deregulation to ease integration.
3. Anti-Corruption
-
Launch of digital tools such as e-Court and e-Excise.

Online monitoring of licensing, gambling, and public services.

More transparent and accessible administrative services.
4. Welfare and Social Policy

Unified compensation program for IDPs who lost housing.

Risk insurance for business, support for farmers, new social infrastructure.

At least UAH 25 billion in 2025 and UAH 50 billion+ in 2026 for social programs.

Special economic regimes for frontline territories.
5. Veterans’ Policy

Expansion of veteran service centers.

Development of rehabilitation systems and financial support.

Digital services for veterans via Diya app.
6. Macrofinance and Reforms

New IMF program and fiscal audits.

De-shadowing of the economy.

Draft of a new Customs Code.

Continued implementation of the Plan of Ukraine (Order No. 244, 2024).
7. Business Climate

Five-year moratorium on business inspections.

Accelerated privatization and incentives for local production.

Engagement of private sector in infrastructure and reconstruction projects.

Attraction of EU and US investment funds.
8. Education and Science

Reform of teacher pay system, introduction of free school meals.

Expansion of distance and vocational education.

Stronger financing of scientific research.
9. Healthcare and Sports

Early detection and prevention of non-communicable diseases.

Investment in medical infrastructure, rehabilitation, and prosthetics.

Support for doctors in rural and frontline areas.

Adoption of European sports model and youth development programs.
10. Reconstruction

Creation of a Recovery Fund and a comprehensive recovery plan.

Focus on housing, logistics, infrastructure.

Programs for the return of Ukrainians from abroad, with housing and jobs.

Legal framework for multiple citizenship.
11. Culture
-
Preservation of cultural heritage and identity.

Strengthening resilience of cultural and media institutions.

Development of creative industries as an economic growth driver.

Global promotion of Ukrainian culture.
12. Winter Stability and Security

Strengthened protection of critical infrastructure.
-
Ensuring stable energy supply during the 2025/26 heating season.

Resilience of digital infrastructure against cyberthreats.
Annual Action Plans
To implement these 12 priorities, the government will adopt annual priority action plans. These will define concrete measures, deadlines, and expected results, ensuring Ukraine’s systematic development toward EU membership and post-war recovery.
