The Final Declaration in Lugano Is Adopted

More than 40 states and 20 international organizations have decided to recover Ukraine after the war

June 5 was the final day of the conference, which for the first time in 5 assemblies, considered not the reformation but the restoration of Ukraine. The change of direction of the meeting of world leaders is connected with the attack of Russia on Ukraine. As a result, in July 2022, different results were expected from the work of international representatives. The conference on the reconstruction of Ukraine after the war ended with the signing of a declaration. 

The Lugano Declaration was adopted by heads of state and government, ministers, and high representatives. They pledged to support Ukraine within the framework of the treaty. The principles of assistance in the reconstruction of Ukraine after the end of the war were:

  • Focus on reforms;
  • Partnership;

Ukraine will lead the reconstruction process to implement it together with international partners.

  • Transparency, accountability, and the rule of law;
  • Democratic participation;
  • Attracting many stakeholders;
  • Gender equality and inclusion;
  • Constant development.

At the moment, it is too early to talk about a full recovery of the country. But the first steps will be taken now. Within the framework of the declaration, a coordination platform will be established. It will help develop a plan for implementing the Lugano Declaration. Partners of Ukraine, as well as international financial organizations and others, will participate in the preparation and implementation.

Earlier, the Ukrainian side said at a conference in Lugano that it will take at least $750 billion to restore. This amount is based on Russian damage till the beginning of July.
