Memorandum of Cooperation Signed
The State Agency for Recovery and Infrastructure Development of Ukraine (Recovery Agency) has signed a Memorandum of Cooperation with the Agency for Public-Private Partnership Support (PPP Agency). The partnership is part of the international project “Preparation of Sustainable Projects to Promote the Recovery of Ukraine” (PREPARE), the Ministry of Development and Reform reported.
Focus on Large-Scale Infrastructure
According to the ministry, large infrastructure projects are being implemented by the Recovery Agency as a specialized center of expertise. Now, together with the PPP Agency as an implementing partner, the institutions will:

develop a portfolio of public investment projects in priority recovery areas,
-
cover transport and social sectors,
-
focus on reconstruction of critical infrastructure,
-
integrate climate change resilience measures.
The list of specific projects will be determined later.
Building Institutional Capacity
The memorandum provides for:

expert support for the Recovery Agency to improve project development quality;

training programs for representatives of state bodies, local governments, and communities;

strengthening skills in preparing and managing public investment projects.
“Quality projects that meet international standards make it possible to attract financing quickly from global institutions and ensure large-scale reconstruction of territories and industries — not just isolated facilities,”
the Ministry of Development and Reform emphasized.
Why It Matters
Ukraine’s recovery relies heavily on international financial institutions and donor support. By improving the institutional capacity of agencies responsible for infrastructure development, the country:

increases the likelihood of securing foreign investments,

ensures long-term sustainability of reconstruction projects,
-
strengthens public-private partnership models,
-
accelerates the integration of European standards in infrastructure planning.
