Transparency Register Launched in Ukraine: New Era of Lobbying Regulation

From September 1, 2025, all lobbying entities must register to ensure transparency, accountability, and public control

Ukraine has officially launched the Transparency Register, a digital platform that will become the main tool for implementing the Law of Ukraine "On Lobbying", which enters into force on September 1, 2025. The initiative, operated by the National Agency for the Prevention of Corruption (NAPC), marks a decisive step toward building a transparent and responsible lobbying culture in line with EU democratic standards.


What is the Transparency Register?

The Transparency Register is an open online platform that:

  • Collects and processes data on lobbying entities;

  • Publishes reports and statistics on lobbying activities;

  • Provides public access to information on who influences state authorities and in whose interests.

This mechanism aims to make lobbying in Ukraine transparent, regulated, and accountable to society, ensuring that influence on legislative and executive decisions is no longer hidden.


Who Can Become a Lobbying Entity?

According to the new law, lobbying status may be obtained by:

  • Individuals with full civil capacity;

  • Legal entities registered in Ukraine;

  • Foreign legal entities with an official representative office in Ukraine.

Applicants must submit the required information via the Register by filling out the registration form after authorization.

⚠️ Restrictions apply under Part 4 of Article 10 of the Law (e.g., individuals with certain conflicts of interest cannot register).


Structure of the Register

The system consists of two parts:

  1. Public Section – open to everyone:

    • Information about registered lobbying entities;

    • Their reports and financial disclosures;

    • Statistics, dashboards, and analytical materials;

    • Verification of extracts generated by the Register.

  2. Electronic Account – available only to registered users:

    • Submission and updating of lobbying reports;

    • Management of lobbying entity status (registration, suspension, renewal);

    • Secure access to submitted and received documents.
