Uklon, OTP Bank and ULF open leasing tools for drivers and fleets

The partnership is aimed at renewing ride-hailing vehicles and supporting small transport businesses

Financing for mobility partners

Uklon, OTP Bank, OTP Leasing and ULF signed a memorandum to expand access to credit and leasing instruments for partner drivers and vehicle fleets. The initiative gives ride-hailing businesses more options to renew cars, scale fleets and restore vehicles damaged or destroyed by Russian aggression.

For Uklon, the agreement is part of a broader effort to develop Ukraine's ride-hailing market during wartime. Small and medium-sized transport businesses need transparent financing, because vehicle renewal directly affects availability, safety, comfort and environmental standards in the sector.

What partners receive

The memorandum focuses on three areas: access to credit and leasing tools, support for small business development, and improvement of vehicle quality. OTP Bank brings consumer and used-car finance expertise, OTP Leasing offers flexible solutions for entrepreneurs and fleets, while ULF contributes experience in transport financing across Ukraine.

ULF says it has financed more than 2,500 cars for taxi and ride-ordering services since 2019, including fleets ranging from several vehicles to partners with a thousand cars. OTP Leasing has worked for eighteen years on the Ukrainian leasing market and serves more than ten thousand clients.

A platform economy signal

Uklon, founded in Kyiv in 2010, has grown into a digital ecosystem covering ride-hailing, delivery, advertising, a marketplace and bus ticketing. As of July 2026, the service operates in twenty-seven Ukrainian cities, in Bukovel and in Tashkent. The financing partnership shows that digital platforms are moving deeper into the real economy: drivers, dealers, banks and leasing companies are becoming part of one mobility infrastructure.
