Ukraine Allocates ₴4.2B to Accelerate Defense Tech and Cybersecurity Innovation

New budget changes boost Brave1 grants, battlefield testing, and cyber defense of Diya platform

Ukraine’s Parliament has approved amendments to the 2025 state budget that channel ₴4.2 billion into the development and deployment of technological innovations for the battlefield and cyber defense. The move underscores Kyiv’s strategy of leveraging advanced tech to maintain an edge in modern warfare.

Funding breakdown:

  • ₴2.77B for Brave1 defense cluster — Expands the grant program to support artificial intelligence, autonomous missions, missile programs, UAVs, unmanned boats, ground robotics, explosives production, and electronic warfare systems.

  • ₴1.42B for testing & trials — Resources for rigorous trials of new technologies at training grounds and in active combat, accelerating deployment cycles.

  • ₴69.4M for cyber defense of Diya — Strengthening Ukraine’s flagship e-governance platform to withstand evolving cyberwarfare threats.

This financing package comes as part of a broader amendment that increases non-military expenditures by over ₴40B in 2025.

Investment Signal:
The expanded support for defense tech startups, dual-use innovation, and cyber infrastructure creates openings for private capital and international partners. Ukraine is positioning itself not just as a consumer of military technology, but as an innovation hub for next-generation warfare solutions, offering investors exposure to a rapidly scaling ecosystem with global application potential.
