Pioneering Adoption: Ukraine is among 20 "innovator states" out of the 36 countries that have joined the Convention on the Common Transit Procedure, making it one of the leaders in implementing NCTS Phase 5.
Streamlined Customs Procedures: The NCTS is an IT solution that enables businesses to use a single customs declaration with a single guarantee for movements between countries participating in the Convention. This significantly simplifies and accelerates customs procedures, reducing the administrative burden on businesses.
International Cooperation: The transition to NCTS Phase 5 began in March 2021, with Germany being the first to implement it. By 2023, 13 more countries, including Slovenia, Spain, and Italy, had made the transition. Ukraine joined in the first half of this year, along with Norway, Sweden, Serbia, Romania, and Cyprus. Great Britain and Slovakia followed suit in July 2023.
Ongoing Transition: The remaining 15 countries, including Lithuania, Austria, and Poland, plan to complete their transition to NCTS Phase 5 by the end of this year.
