Ukraine and EIB Expand Cooperation in the Energy Sector

Ukraine and the European Investment Bank (EIB) are deepening their cooperation in the energy sector as the country continues to recover from the consequences of Russian military aggression. In a meeting between Ukraine’s Minister of Energy, Svitlana Hrynchuk, and Kristina Mikulova, Head of the EIB’s Regional Representation for Eastern Europe, both parties outlined strategic priorities for rebuilding and modernizing the country’s energy infrastructure.

According to the Ministry of Energy, discussions focused on sustainable recovery measures and the modernization of energy systems, with a shared goal of building a resilient, decentralized, and low-carbon energy network in line with European Union climate goals.


Key Areas of Focus:

  • Decentralized Distributed Generation:
    The parties highlighted the importance of local generation systems to ensure stability and flexibility in energy supply, especially in times of crisis or attacks on centralized infrastructure.

  • Decarbonization and Alternative Energy:
    The transition to cleaner energy sources was discussed, with specific attention to biomethane and the broader use of renewables.

  • Smart Grids and Metering:
    The development of smart energy systems was emphasized as a critical part of improving energy efficiency and grid responsiveness across Ukraine.

  • Natural Gas Storage:
    Preparations for the upcoming heating season included plans to increase the accumulation of natural gas in Ukrainian storage facilities.

  • Cross-Border Power Transmission Lines:
    The long-term development of interstate electricity transmission projects was highlighted as essential for energy security and regional integration with the EU power market.


EU Financing and Strategic Project Support

Ukraine and the EIB agreed on the importance of forming a priority project list based on EU climate objectives and the financial strategy of the EIB. Discussions also included mobilizing new EU financial instruments to support Ukraine’s most critical energy infrastructure projects.


This expanded partnership underscores the European Union's ongoing commitment to Ukraine's sustainable energy transformation, focusing not just on recovery, but on building a climate-resilient and future-ready energy system.
