Accelerating the Emergency Recovery Program
Over the past few years, Ukraine has successfully implemented three phases of the Emergency Recovery Program. These initiatives provided rapid responses to critical challenges across multiple sectors, including:

In addition, the program has facilitated the provision of essential equipment for municipal institutions in cities and regions across Ukraine.
With the signing of the new grant agreement, cooperation between Ukraine and Japan continues to strengthen, enabling the implementation of Phase 4 with financing of $58 million.
A History of Strong Bilateral Cooperation
Deputy Prime Minister Oleksiy Kuleba emphasized the longstanding and robust partnership between Japan and Ukraine. “Since the beginning of the Great War, Japan has provided Ukraine with $12 billion in humanitarian and financial assistance. At the Ministry of Development, we have implemented joint projects totaling about $700 million – these include the three phases of the emergency recovery program and the technical assistance project ‘Emergency Recovery and Reconstruction Project’,” he noted.
The new funds will provide critical assistance in several key areas:
