Ukraine and Latvia Deepen Agricultural Cooperation with New Protocol

Agreement focuses on EU integration, rural development, food safety, and post-war agricultural recovery

Bilateral Agreement Signed

The Ministry of Economy, Environment and Agriculture of Ukraine and the Ministry of Agriculture of Latvia have signed a protocol on mutually beneficial cooperation in agriculture, food safety, and rural development.

The document builds on an earlier Memorandum of Understanding and was signed by:

  • Denys Bashlyk, Deputy Minister of Economy, Environment and Agriculture of Ukraine

  • Gierts Krumins, State Secretary of the Ministry of Agriculture of Latvia


Key Areas of Cooperation

1. Support for EU Integration

  • Strengthening institutional cooperation and knowledge exchange to aid Ukraine’s accession to the EU in agriculture and fisheries

  • Providing technical advice, capacity building, and expert exchanges to align Ukrainian legislation with EU law

2. Sustainable Rural Development

  • Focus on digitalisation and sustainable resource management

  • Joint efforts to rebuild agricultural infrastructure, modernise food systems, and support climate-resilient farming

3. Post-War Reconstruction Initiatives

  • Developing joint programmes to restore Ukraine’s agricultural sector

  • Exploring EU-funded and international development programmes, including triangular partnerships


New Opportunities Discussed

During the meeting, Ukraine’s possible observer status in the EU’s Common Agri-Food Policy was discussed, enabling participation in:

  • The EU Committee on Agriculture and Rural Development

  • Other EU advisory bodies

Additional cooperation areas identified:

  • Establishment of nurseries and seed centres

  • Development of agri-tech and IT solutions

  • Partnership in implementing the EU Deforestation Directive (EUDR)
