Ukraine and Lithuania have signed a Protocol of Intentions to launch the production of Ukrainian weapons in Lithuania, marking a new stage of bilateral defense-industrial cooperation. The agreement was reached during a meeting between Ukrainian Defense Minister Denys Shmyhal and Lithuanian Minister of National Defense Dovilė Šakalenė.
The protocol provides for:
-
Joint production of defense products,
-
Technology transfer and co-development,
-
Localization of Ukrainian defense production in Lithuania,
-
Building sustainable European defense supply chains.
This step is designed to both support Ukraine’s defense industry under wartime pressure and strengthen Europe’s collective security architecture.
Lithuania’s Financial Commitment
Minister Šakalenė confirmed Lithuania’s long-term defense support, including:
-
More than €200 million in aid for Ukrainian projects such as armaments, anti-drone systems, demining, rehabilitation and training,
-
Up to €30 million contribution to the PURL (Prioritized Ukraine Requirements List) initiative,
-
Regular expert consultations between Ukrainian and Lithuanian air defense forces, focusing on counter-drone technologies and integrated airspace surveillance.
Air Defense and Regional Security
Lithuania and Ukraine also agreed to exchange air surveillance data to counter Russian drone incursions and bolster protection of Baltic and Ukrainian airspace. Joint consultations will apply battlefield-tested Ukrainian experience to enhance NATO’s eastern flank defense capabilities.
Investment and Industrial Outlook
For foreign and European defense investors, this agreement highlights several vectors:
-
Localization of Ukrainian technologies in EU territory, ensuring resilience of production,
-
Integration of Ukraine into the European defense-industrial base,
-
Opportunities for supply chain partnerships and subcontracting in drone systems, demining tech, and next-generation air defense,
-
Access to long-term EU-backed security funding anchored by Lithuania’s multiyear commitment.
